We have two perspectives with one from Congressman Mike Gallagher in Wisconsin who outlines a Vision for the Select Committee on China (See attachment). President Biden reverses decades of China trade policy (See attachment). We have finally recognized China as the greatest threat to our Industries and Democracy!
We have seen China and Asia completely dominate the Paper and Pulp Industry. China recognizes the importance of FREE fresh water and the natural abundant resources around their facilities in the United States. We will see this trend continue as China will push to dominate the corrugated, tissue, towel and specialty paper markets at the expense of USA companies! We will see more purchases and acquisitions of USA companies in the Manufacturing, Converting and Packaging Industries by China along with using our technologies especially in Wisconsin!
A great example of China’s acquisitions in Wisconsin, the USA and Canada
In a conversation with a CEO of a large organization, he brought up the topic of employee engagement. His approach to employee engagement was to bind employees to the policies and procedures of the organization through their involvement in a variety of work team development and training activities. He said to me, “Doc, I understand that you are not a fan of employee engagement. Is that true?”
“That’s partially true,” I told him. And here’s why. I’m a fan of engaging people who have the ability and motivation to be engaged. A process like employee engagement or virtually any kind of organizational intervention (employee involvement, management by objectives, pushing decision-making to a lower level) may boost productivity and job satisfaction. However, the gains of employee engagement will be minimal when the group that is involved is randomly selected compared to the gains achieved when that group is chosen with a rigorous selection process.
Essentially, I see a problem with perpetrating employee engagement on a randomly selected group or workers. In a randomly selected collection of employees, people aren’t necessarily highly able and genuinely motivated. They may struggle to adapt to the world of work. These workers may not be eager to adopt the policies and procedures of the organization, unless their well-being is impacted.
In a rigorously selected facility operations group, new hires are characterized as being intelligent, numerically and verbally capable, and they have demonstrated abilities in areas such as perceptual speed (the ability to rapidly see changing patterns in data or condition monitoring signals) and the spatial relation of moving or fixed operational objects around them.
When they have these abilities and also have a record of high performance in their past jobs, the stage is set for high performance in their new role. These employees are more likely to respond favorably to employee engagement. They are active learners who obey the rules, anticipate and avoid process hazards or malfunctions, take on more challenging tasks, and get along well with others in the workplace. With rigorously selected hiring, the gains are greater than the minimal seen in random selection.
The bottom line is this: I am a fan of all kinds of organizational development interventions, but only with this qualification. Those interventions need to be perpetrated on a group of highly able and highly motivated people. To perpetrate such a system on a randomly selected group is folly, if the expectation is for higher productivity and higher job satisfaction. If you want impactful employee engagement, focus upstream on a rigorous employee selection process.
The ability to develop and run a rigorous employee selection process is a teachable skill. 15dots provides the means to identify both the ability tests needed to measure abilities that are important in a job family and the skill to identify candidates with the motivation to perform well in a job. Job analysis is the key to identifying the ability tests. 15dots’ expert-led Virtual Structured Board interview training provides the means to assess candidate motivation. Participants leave the interview training with the techniques and confidence to be effective interviewers.
To get the most from your employee engagement investments, ensure that you implement and run a rigorous employee selection process. The results will be transformational. Contact 15dots to learn more.
Do you know the 30% Rule, the Crab & Beer Rule, or the difference between abilities and skills? Mike Quinn has worked tirelessly internally as a Human Resources Manager and externally as a
consultant for over three decades. As a 15dots partner, Mike helped to perfect the tools and precise methods to take the guesswork out of employee selection.
Joe Nowlin earned his doctorate from the Indiana University Kelley School of Business. A former business professor, Joe designed, tested, and installed proprietary employee selection procedures for manufacturing organizations, revolutionizing the way they do business. As a 15dots partner, Joe adapted
these systems for medium-sized and smaller organizations of all types.

WE NEED BILLERUD TO OPEN UP THE WISCONSIN RAPIDS PAPER MILL OR SELL IT WITHOUT RESTRICTIONS ON THE PAPER PRODUCTS THE MILL IS DESIGNED TO PRODUCE! WISCONSIN NEEDS YOUR HELP TO REBUILD THE PAPER INDUSTRY!
I recently received a picture dated September 11, 1974 Consolidated Papers, Inc. Dedicates this converting complex to serve the future growth of the graphics arts industry. My brother was the lead Engineer setting up the facility and I was the Sales and Marketing Manager supporting the Paper Distributors and the Commercial Printing Markets in the Midwest. Consolidated Papers was the leader in the production of coated papers servicing commercial, publication, catalog and direct mail printing industries nationwide. Simply, Consolidated Papers, Inc. made Wisconsin the Printing Capital of the USA. Today, the mill sits idle having a major impact on the State of Wisconsin and our communities! Our 5P industries are in serious trouble finding paper to support their businesses. We need to come up with a solution or become more dependent on Paper from Asia or Europe! The Wisconsin Paper Mill could provide enough paper to supply ALL of American’s needs with capacity to export paper worldwide!
I have had discussions with Billerud and I value the genuine relationship we have built! Billerud is very much like George Mead, the past President of Consolidated Papers, Inc. They are committed to paper production, their communities, sustainability, employees and growth in North America. Like Consolidated Papers, Inc. Billerud goes back 150 years in the Paper Industry!
The Green Bay Innovation Group is putting together a panel of industry experts to discuss the issues to rebuild the paper industry in Wisconsin which will include WEDC, the Wisconsin Paper Council and ALL interested in BUILDING BACK the Wisconsin Paper Industry.
